Twenty-six years ago, on a Sunday afternoon at a caf in Australia, a man ate lunch before pulling a semiautomatic rifle out of his duffel bag and shooting the strangers sitting at the table next to him. He kept shooting: Within minutes, he had killed 20 people and wounded 10 others in the caf and the neighboring gift shop.
